只要 marks the one condition that is enough. English says as long as or provided that; the result follows in the 就 half.
The feeling is optimistic: one thing is sufficient. Compare 只有……才……, which says something is the *only* way.

Awas
- 就 comes after the subject of the second clause: 只要天气好，我们就去。
- 如果……就…… is neutral; 只要 promises that this condition is all it takes.
